As stated in the ref sheet, Rachael tend to wear compression clothing, and due to the amount of time having ed, advancements in compression clothing has by that point progressed to where you don't need to wear long pants or even stockings to get the whole legs shrunken! Of course, if you pull on them enough, the true size begin to slip out.
