That is because she most undoubtedly is cruel, yet all the same there is a genuine love and respect that she has for her people (those that obey her) she will stand against anything that could threaten the safety and security of her nation, be it information from the outside world, foreign influence or god forbid imperialist notions of individuality or democracy. Santa Gustavo is in capable claws and only her claws alone are fit to rule.
