With the help of Giratina, Arceus and Mew fight off some bad angels who now attack them, with Mew fighting as non-violently as possible, even if that'll just get the enemies out of the way temporarily. Meanwhile elsewhere in Elysium, Khamuel the Angel Spidops is just buying something from an Angel Lokix who tells him: "There, an arrow with the tip made out of a demon horn, hehehe... This can even hurt Arceus, thanks to how demon energy and angel energy affect each other, so this is what you want." "Sounds good to me.", Khamuel responds before the Angel Lokix continues: "Nonetheless, I still suggest to you to aim for what would be vital organs in mortals for it to be as effective as it could be. Arceus isn't just an angel, he is THE God." "Oh don't worry about that.", the Angel Spidops says, "So... how much is that arrow gonna cost me?"
The two policewomen Naughty the Demon Espeon and Spirit the Angel Espeon now infiltrate the building of Pecado Town's governing criminals, since they figured out now which building that is. By being smart and making use of Psychic, getting inside there ends up being the easiest part about it. Now it's time to investigate, preferably quickly since they're running out of time and without anyone in the building catching onto them being here. That's how Naughty and Spirit end up finding out what the powerfully criminal bad guys here are actually hiding... and how it does indeed relate to Puruel and therefore the injustice in Heaven, much like the two policewomen expected, even if it's only now that they find out how exactly it all connects.
Puruel shakes his head in disappointment, stating: "Another angel giving in to sin... Oh well, same procedure as every time.", then activating some kind of ancient looking machine that affects an angel he locked into a room for this. The angel shouts: "Please, it was only one time, don't do this!" "You disgust me.", Puruel replies, "You are an angel, you are not allowed to feel sexual pleasure! The only reason angels should make love for is for procreation and that's it, anything else is just lust and that is a sin!" The machine appears to extract energy from the victim angel. Corrupted angel energy, specifically, the stuff fallen angels are made out of. After the process is done, there is only uncorrupted angel energy left in that individual. "No more lust for you...", the fiery villain comments, having brainwashed this angel to line up with how he thinks angels must behave. And it is pretty obvious that he does this brainwashing of angels for a lot of cases, causing plenty angels who do suspect something like this going on to hide whatever aspects about them Puruel might consider sinful too. But if anyone gets caught indulging in a sin by Puruel or his followers... they get brainwashed into being pure again, through removal of any corrupted angel energy.
Puruel has been doing this to many angels already, ever since he started taking charge of the systems in Heaven without Arceus's knowledge. It's easy to conclude that the corrupted angel energy developed from any growing impurities, though wasn't actually harmful for the angel in any way... well, other than making them a target for Puruel. With Puruel still interacting with plenty of bad angels simply because they him or share his harmful views, whether that's his distaste for demons or his expectations of how angels should behave, it's clear that he makes exceptions regarding the brainwashing. He wouldn't want to lose loyal ers after all.
Furthermore, just to show how unfair Puruel's system is, how he really just handles it however he pleases rather than at least trying to be consistent with it, he also sometimes doesn't brainwash those angels where he feels like it's not worth the risk of them potentially getting impure again, explaining cases like a Jolteon named Jenna who simply got kicked out of Heaven rather than getting brainwashed too. And another one, an Angel Leafeon named Vein, was never officially kicked out or brainwashed because she was literally part of Arceus's elite team in the past... so her getting kicked out for impurities would definitely be something Arceus would notice, so Puruel just has to make an exception there too. This also explains why in the present Puruel wouldn't brainwash Themis, as she is literally the daughter of a person who guards the gate to the golden Heaven city Elysium. That would be too closely associated with Arceus himself to be worth it for Puruel in this case.
Anyway, several centuries before the main events of this story, the spot in Heaven where Puruel hid that corrupted angel energy he extracted almost gets found by someone up there who isn't supposed to know about it. So Puruel comes down to the ancestors of the criminal group of the present, telling them: "I am Puruel. I should probably say something like fear not but... it's more to my advantage if I come across as intimidating. Look... I want to make a deal with you. I need to get rid of an... increasing amount of corrupted energy... getting it to some place where nobody allying with Arceus would find out." "So that's why you come down to this random village?", one of the people he talks to concludes, which the fiery humanoid angel nods to, continuing: "I want you to store the corrupted angel energy below the village. It's such a seemingly random place... that nobody up in Heaven who would be against how I am handling things would actually find it. Well... with my efforts being continuous, the corrupted angel energy storage would keep getting bigger, but you could just dig deeper to fit more in there." "Well, what do we get in return?" "I can make sure that you'll be in control of your village as it grows, hehe... though if you just want payment of some kind, I can very easily make that come to you too."
Expectedly, the people who Puruel makes this deal with end up becoming the governing criminals of this place that would become Pecado Town, being named like that by them too.
As the increasingly weaker Spirit and Naughty can piece things together now, Spirit says: "That corrupted angel energy stored below Pecado Town... It clearly has some kind of uhh... aura or radiation, something like that, which causes its impurities to actually affect anyone who's right above it." "This is why literally everyone in this town became a criminal.", Naughty concludes, "They're all affected by the corrupted energy right below them." "And... so am I.", the Angel Espeon adds, as that's what is slowly killing them right now, "It is still a type of angel energy after all. And I wasn't made to be able to survive those impurities... Just like you weren't made to survive purities... but... unlike you, the rules on how angels must behave hit me with a lot more strictness than how a demon can be..."
The crime gang in this building has caught onto the two policewomen being in here by now. And they definitely don't want any of that information to get out, Puruel wants the conspiracy to remain hidden from the oblivious Arceus after all, so they manage to catch the policewomen pretty easily by blocking any way away from them and thanks to them already being very weakened. Naughty and Spirit both understand this to be very bad news... but things only change for the worse when the criminal leaders of this town decide to bring and lock the policewomen locked inside the underground corrupted angel energy storage. Right where the stuff that's in the process of killing them is. "... Fuck.", Naughty responds to that, with her angelic girlfriend agreeing: "Yeah... this is... really bad. Now we're approaching death even quicker..." "There has to be some way to get out of here...", the Demon Espeon weakly hopes.
