No, that's still murder. It's just murder that you won't be prosecuted for because of government corruption.

Or it would be, if she wasn't an enemy combatant who hasn't surrendered.

First, I loved how Vilmare uses the law to commit crimes, she has the makings of a lawyer. And second, I love how Machiavellian and practical Celestia is, there's a reason she kept order in Equestria for many centuries.
