How my morally ambiguous treasure hunter Dash views people, depending on what part of the multiverse her story is taking place in! From left to right:
SONIC: World's greatest hero? Yeah, you want that guy as an alley. Dash respects Sonic's speed, skill and devotion to others, and so has a bit of crush on him but also never es up a chance to flirt/test her mettle against him in (not always) friendly competitions.
TAILS: Sonic's sidekick. Dash doesn't think about Tails much, it depends on her relationship with Scootaloo in diffrent multiverses, but she's fought alongside him when forced to work with "heroes" often enough that she's come to respect his skills in their own right. She teases Jenna about her crush on him whenever she re that's a thing.
KNUCKLES: He's strong and somewhat gullible, two things this Dash likes a lot. ("I have a thing for strong, honest types, sue me!~") In realities where Dash is the equivalent of Rouge they have a similar relationship to the various Sega continuities, in realities where Dash and Rouge co-exist she often teases the bat that if she doesn't sweep that Echidna off his feet, she will. "Maybe I like how Echidnas smell.~"
AMY: Whether she co-exists with Rouge or not, Dash is happy to have little Ms. Self Righteous at her back in a fight and equally happy to put her in her place in any contest after a crisis has ed. In universe where they do co-exit no one sasses Dash's best friend and gets away without some bullying. For all that though, Dash respects Amy. "It takes someone pretty good to keep up with Sonic...I would know.~"
CREAM: Dash is better with kids than Rouge, having her own Scootaloo as a sidekick in various realities, but she's not a babysitter. She knows Cream exists and respects those delightful manners but that's as far as it goes. Vanilla is doubtless relieved Rouge's friend keeps such a distance from her baby.
BIG: Dash doesn't know who or what this thing is but knows to fear it. Who is he?! HOW IS HE ALWAYS THERE?!
SHADOW: "The Ultimate Lifeform? But I'm standing right here!" Rouge's best (male) friend...and not Dash's. At least in continuities where the two treasure hunter's co-exist. Dash is grateful to Shadow for saving her best friend and all, but can't see how an elegant master of her craft like Rouge could stand such a brooding asshole, and naturally their egos constantly clash. Dash will work with Shadow for Rouge's sake, but liking him is off the table and she never misses a chance to put Mr. High and Mighty in his place in any contest.
ROUGE: In some realities Rainbow Dash is her universe's equivalent of Rouge, a glamorous, cunning, and self interested adventuress. In others she and the bat girl co-exist, best friends and lovers who learned the art of treasure hunting in the same thieves guild, even deg their trademark uniforms together. Dash is more interested in stealing anything and everything that presents a challenge, proving her mettle to herself and earning millions along the way, than Rouge is with her focus on gems, and is more impulsive and competitive than the bat, who only enters races and the like when it fits her agenda. Both respect, even love each other deeply. As a duo, the two are almost unstoppable.
VECTOR: Rouge Dash considers the Chaotix Crew to be clowns, crossing paths with Vector while after the same objective one times too many to ever like the loud, clumsy oaf...but he's a decent detective and he hasn't gotten himself killed yet, so she can respect him. Kinda.
ESPIO: Now this is more like it! Dash respects the ninja's stealth skills and can never resist and opportunity to test herself against him. And naturally because of those skills, she's got a crush.
CHARMY: ...sure...exists. (lol, I literally forgot to tag Charmy.) Dash respects that Charmy's a kid, as in she understands why he's a hyperactive pain in the ass that needs swatting, not that she likes him. Nothing gets on her nerves more than arial duels with this twerp. All that buzzing! Ugh!
BELLE: "I HAVE NO STRONG FEELINGS ONE WAY OR THE OTHER."
TANGLE: Hey, even Rouge Dash was a brash, awkward young rookie once. For five minutes. A long time ago. Dash will work with Tangle if she has to but the lemur wouldn't be her first choice. Socially? "Hon, don't take this the wrong way, but I didn't think you could be less in my class until you brought that up. Come say hi when you've polished those skills, m'kay? Caio.~" But Tangle is improving a little everyday, so there's some respect there.
WHISPER: Oh the things Rouge Dash could get away with if she had ten operatives as capable as the legendary Whisper...and that beautiful, soft golden fur...~ (Sigh!) In merged universes the sniper even reminds Dash of a certain someone she knew at flight school way back when, who she respects but no longer has anything in common with. As a fighter and sniper, Dash respects Whisper enough that the wolf is one of the few people she won't mercilessly tease. She would not want to be on the wrong end of those skills and so make it a point that Whisper sees her an an ally.
BLAZE: "Eh, I outgrew being a tomboy a long time ago but what can I say, princesses have never been my thing." Dash has enough trouble with them back home, pyrokinetic feline ones from other dimensions are more than she could ever need. Still, Blaze does her job well and shoulders a responsibility Equestria's greatest jewel thief never could, so there's that. Plus, c'mon, she's a strict princess, of course there's a little bit of a crush, Dash isn't made of stone! Much like with another purple princess she knows, Rouge Dash wishes she'd just lighten the hell up.
SILVER: Probably never met him or the amalgamated universe has an MLP equivalent for its naïve time traveller archetype. If they ever do, Dash is totally going to con the hell out of the poor boy. "What?~ It's a life lesson! Somepony's gotta teach him not to be so trusting."
RAY: Listen, I missed Charmy, the fact I tagged Ray at all is a miracle.
MIGHTY: No immediate thoughts about whether they've met or not, other than that if they did? "He-LLOOOOOOO, doctor!~"
EGGMAN: In some parts of the multiverse Rouge Dash, much like her bat girl counterpart, took part in a covert mission to keep tabs on the mad genius. In others she's heard Rouge's tales of working with him and how annoying his laugh is. In all universes, she's not a fan.
STARLINE: And that'd go for his fanboy too, so much so she even forgot to include him
MIMIC: As far as Dash knows she's never met Mimic, and how would she know if she did?
CLUTCH: Dash is pretty sure she can take this legendary crime boss in a fight if she ever had to...she's just also heard a lot of his legends, like how he can take a simple fight and turn it into a bloody war. Dash'll fight that kind of war if she has to, but she'd also rather not and so makes sure to stay on Clutch's good side. What her more heroic allies don't know won't hurt, maim, or kill her!
METAL: Dash has never had the "honour" of meeting this badnik and for once isn't excited by a potential challenge. An indestructible robot with all of Sonic's powers and none of his empathy or charm? Brrr!
ROUGH AND TUMBLE: "Rhyming. That's cute. Let me try: Coulda mixed business with pleasure/But you threw that out the window./That's what happens when you try and steal treasure/From the one and only Rainbow!"
OMEGA: She might be half Rouge, but she's still a Rainbow Dash. She can like gems and explosions at the same time. Omega is an engine of destruction. He causes lots of explosions. Dashie like.
DREAM SEARCHER: One of Rouge Dash's best friends. In some continuities the reason she pulls on that iconic suit is because Dream used her mastery of hypnosis to completely rewrite her personality, allowing Dash to shed the burdens of her "hero" self like an old skin and emerge as a new and glamorous entity. In other continuities Dash is just one more slave in Dream's army. In others they're friends, Dash always happy to find treasure for Dream's horde for the price of a night out on the town (and in Dream's bed), with the promise that if Dream ever takes over the world Dash'll have a happy, hypnotised place by her side.
JENNA: Rouge Dash loves blondes but who doesn't love a redhead? In realities where she and Rouge co-exist, Jenna is Rouge's best friend who becomes one of Dash's seconds after being introduced. In universe where she's the local Rouge, Jenna is Dash's best friend. In any part of the multiverse, Dash is always welcome at the vixen's club to talk about crime, romance, and vintage stuff, and Dash is always more than happy to accept an invitation from the vivacious vixen. Her personal music collection is packed with covers by Jenna and one of her favourite things in the world is to have a front row seat when the lounge signer is performing live.
DISSONANCE: The God of Latex, and wouldn't y'know it, that just happens to be one of Rouge Dash's favourite things! Dash and Dissonance met in their universe when some self important villain held a meeting of all non-heroes to try and form an alliance to wipe their enemies out. Technically, they met while they were walking out of that shambles, and were more than happy to bump into each other. A flirtatious coffee afterwards turned into dinner, dancing, and Dissonance displaying his transformative powers. Dash finds Dissonance charming and powerful, not caring that his plan to convert her entire world into his own latex temple will be done through mass hypnosis: she's happy to list some "heroes" she knows who could use lightening up like that. Whenever Dissonance appears in search of a date Rouge Dash is happy to be it, using his powers to travel the world and experience new pleasures and temptations that existed only within her wildest dreams, waiting for the day he decides it's tiem to transform her and her entire world. "Oh noooo, I'll be made of the stuff I love and brainwashed to adore the god I love. How awful(!)" Love? Eh, about as close as two like them can come to the concept.
STICKS: Dash does not like meeting people who are more intense than even her regular tomboy counterparts in the rest of the multiverse, and preys that working with Stick's friends will either trick the paranoid badger into thinking they're friends or effectively camouflage her.
ORBOT AND CUBOT: Rouge Dash is a professional thief and doesn't have time to feel sorry for other people, but...well...those guys go through A LOT, so she can at least acknowledge they exist. Is that a smidge of respect for surviving all they've gone through or did my finger slip and add a blue speck by accident? We'll never know.

I'd need to be more familiar with the character, but in general Dash is fine with any freelancer like herself or Rouge. She respects anyone who has the skills and drive to make a living of freelance soldiery and if Tango will watch her back she'll watch his.
