This idea came from watching a video on the partisan battery [1], a rudimentary thermoelectric generator placed over a fire which uses the boiling of water to regulate the cold side temperature. Although this kind of device has a voltage proportional to the temperature differential, its hot side temperature is limited by the assembly method (soldering/bonding) of its junctions.
The device is based on a rocket stove [2] with a stack of different generators on top, ordered depending of their optimal temperature range.

Let alone replace the steam turbine/ORC system with a closed cycle brayton cycle system Gas Turbine
You could use another fluid with a lower boiling point (like alcohol) instead of water, in order to widen the temperature gradient for the thermoelectric segment and increase its efficiency, but this reduces the temperature gradient and thus efficiency for the steam turbine segment.
