Ashton is an off colour Pokemon -which you've both seen and will be seeing more of those- planned for a sort of spin off story. Think of him like the purple Kecleon or such. Technically he'd be a shiny, as he's got blues, but we're going to ignore that.
Ashton is somewhat a low tier legendary. There are many Mew and Mew often give birth. He's not special. That angers him a lot but he grows up from it. Ashton's dream is to actually participate in things and not watch on the side lines -as legendaries tend to do. He's not that kind of legendary. He wants to be captured, but by a proper person and by the right one. Whatever that means.
I got Ashton years ago from someone who got him from -I assume- Vinebe who did this picture.
