Even if you think certain virtues are a waste of time or not really that virtuous, they can still have some pragmatic uses. If nothing else, you have fewer rebellions and uprisings if you just pretend to have a good heart. Won't fool God, of course, but you'll stay in power longer. =P
But yeah, Jinjur had no real hope of holding onto power once she got it. The moment things got rocky, she'd find her guards had either fled or already stuck a knife in her! And things would just escalate from there.
