It used to be that as a seller you would have to pay the Beer Store $24,000, but they have changed things, so it is a one time fee of $2,500 to list a brand + $200 per store it was sold in up to $25,000 max
Which was actually under the government's preview, although they were the ones that had created the annual listing fee in the first place to cover labor.

The LCBO is harder to tackle, as they don't carry the same volume as the Beer Store, thus they use a different system.

Then there is the store itself, if you happen to be in an older building that didn't build a walk in fridge, as a seller you'd pay extra to simply have your beer properly stored.
What it all boils down to is the big corps and gov getting bigger and bigger all thanks to the little guys bringing in new customers. I would love to see small brewers / vineyards / distillers have their own facility, but it's going to be a long time before that ever becomes reality.
